Former CIA agent who drugged and sexually abused more than two dozen women sentenced to 30 years in prison

A former CIA agent who previously pleaded guilty to sexually abusing and drugging more than two dozen women in several countries has been sentenced to 30 years in prison.

Brian Jeffrey Raymond, 48, was sentenced in U.S. District Court on Wednesday, Sept. 18, according to a news release from the U.S. Attorney's Office for the District of Columbia.

He was also ordered to pay $260,000 in restitution to the victims, serve life on probation, and must register as a sex offender upon his release from prison.

As PEOPLE previously reported, Raymond admitted in November 2023 to drugging and sexually assaulting several women between 2006 and 2020 in embassy space he rented in Mexico City and other locations. He pleaded guilty to one count each of sexual abuse, abusive sexual contact, coercion and seduction, and transportation of obscene material.

Raymond photographed and filmed a total of 28 women who were either naked or partially naked, “without their consent, while they were unconscious or unable to consent,” the press release states.

“Many of the images show Raymond touching and manipulating the victims' bodies while they are unconscious and unable to give consent,” the press release states. Raymond also attempted to delete the photos and recordings after learning of the criminal investigation against him.

He also admitted to “drugging four women and then having non-consensual sexual intercourse with them, as well as having non-consensual sexual intercourse with six women,” the press release said.

“When this sex offender was still a government employee, he lured unsuspecting women to his government-rented apartments and drugged them,” said U.S. Attorney Matthew M. Graves. “After drugging these women, he stripped them naked, sexually assaulted them, and photographed them. Today's sentence ensures that the defendant will be branded a sex offender for life and will spend a significant portion of the rest of his life behind bars.”

FBI Deputy Director David Sundberg said Raymond “exploited” his position of trust as a U.S. government employee.

“The FBI thanks the brave women who came forward with information that advanced this investigation,” Sundberg said, according to the press release. “We thank our domestic and foreign law enforcement partners who helped bring Raymond to justice for his reprehensible crimes.”

Raymond was first accused of sexual abuse in May 2020 when a naked woman was seen screaming for help from the balcony of his Mexico City residence, according to a statement from the FBI's Washington field office and the U.S. State Department's Diplomatic Security Service (DSS).

“Raymond admitted to having sexual intercourse with her, but the woman reported that she could not remember any events after consuming drinks and food provided by Raymond,” the statement said.

An investigation was launched into the former CIA agent and authorities found hundreds of photos and videos on Raymond's electronic devices showing unconscious and naked or partially naked women.

“Almost all of the women in the photos and videos experienced memory loss during their time with Raymond and were unaware of the photos, videos or any physical contact,” the statement continued.

By July 2021, Raymond had pleaded guilty to two counts of sexual abuse in which the victims were incapable of consent and one count of transportation of obscene material, PEOPLE previously reported.

About a year later, however, Raymond withdrew his guilty plea, CNN reported, citing court documents. In 2023, he was subsequently charged with several sexual offenses.
