No charges will be filed in the shooting that left two dead after the Detroit Lions game

A man who fired a shot that left two people dead at a popular tailgating site after Sunday's Detroit Lions game acted in self-defense and will not face charges, authorities said Wednesday.

“It is absolutely tragic that amidst all the fun and celebration at a Lions party, two people lost their lives,” said Wayne County Prosecutor Kym Worthy.

The 40-year-old gunman, who had a permit to carry a concealed handgun, only fired after he felt threatened by 25-year-old Jalen Welch, who had displayed a gun during an argument at the Eastern Market outdoor market, Worthy said.

Welch was shot in the head on Sunday. The same bullet then struck and killed a 40-year-old bystander, Rayshawn Palmer, who had been trying to make peace, Worthy said.

Police initially stated that the shooter had fired twice.

“It could have happened to any of us,” Worthy said.

“We have looked at all applicable laws and there is no crime that can be charged and proven beyond a reasonable doubt.”

Tampa Bay had just defeated the Lions 20-16 at nearby Ford Field.
