Former CIA veteran receives 30 years in prison for multiple sexual assaults on women

A former CIA agent who drugged and sexually assaulted several women while photographing and filming several of them while unconscious was sentenced to 30 years in a federal prison on Wednesday.

A press release from the U.S. Attorney's Office in the District of Columbia welcomed the U.S. District Court's ruling after Brian Jeffrey Raymond, 48, of La Mesa, California, pleaded guilty last November to one count each of sexual abuse, abusive sexual contact, coercion and seduction, and transportation of obscene material.

According to court documents, while working in Mexico City, Raymond lured the women to his government-rented apartment, where he drugged and sexually assaulted them. The assaults continued between 2006 and 2020 in Mexico City and elsewhere, including Peru, photographing and filming the women naked or partially naked while they were unconscious.

The footage showed Raymond playing with his victims' bodies, including opening their eyelids, and attempting to destroy the evidence when he realized he might be in trouble.

As part of a plea agreement, he admitted to consensual sexual contact with four women, during which he administered drugs, and to consensual sexual contact with six women. He also admitted to drugging 28 other women, creating obscene material without their knowledge or consent, and drugging two other women.

“When this sex offender was still a government employee, he lured unsuspecting women to his government-rented apartments and drugged them,” said U.S. Attorney Matthew M. Graves. “After drugging these women, he stripped them naked, sexually assaulted them, and photographed them. Today's sentence ensures that the defendant will be branded a sex offender for life and will spend a significant portion of the rest of his life behind bars.”

Raymond must also pay $260,000 in restitution to the victims and was sentenced by U.S. District Judge Colleen Kollar-Kotelly to life probation in addition to his prison sentence. He must also register as a sex offender upon his release.

According to the Associated Press, Raymond, “with a graying beard and orange prison jumpsuit, sat dejectedly as he heard his sentence.”

“For 14 years, Raymond exploited his position of trust as a U.S. government official to gain women's confidence,” said David Sundberg, assistant director of the FBI's Washington office. “He then drugged them, sexually assaulted them, and took explicit photographs and videos of them without their consent. The FBI thanks the brave women who came forward with information that advanced this investigation. We thank our domestic and foreign law enforcement partners who helped bring Raymond to justice for his reprehensible crimes.”
