It said that Ryan Routh, “a former construction worker from Greensboro, North Carolina,” was looking for recruits among Afghan soldiers who had fled the Taliban. His plan was apparently to “illegally bring the Afghans from Pakistan and Iran to Ukraine” if necessary.
