The Rouse Avenue court has issued summons to Delhi Chief Minister Arvind Kejriwal after taking cognizance of the CBI's supplementary chargesheet in the Delhi excise policy case.

The CBI has filed a supplementary chargesheet against Arvind Kejriwal, Durgesh Pathak, Vinod Chauhan, Ashish Mathur, Sharath Reddy and Amit Arora.

Special Judge Kaveri Baweja took cognizance of the supplementary charge sheet and issued summons to all the accused.

The court has scheduled the case for presentation of documents on September 11.

On August 27, the Rouse Avenue Court reserved its order on the supplementary chargesheet against Chief Minister Arvind Kejriwal and five others.

Arvind Kejriwal’s remand has also been extended until September 11.

The CBI claims that the money received from the South Group was used for AAP's elections in Goa. It also alleges that Kejriwal promised to pay Rs 90 lakh to each candidate in 40 constituencies of Goa.

Special Public Prosecutor (SPP) DP Singh appeared for the CBI along with Manu Mishra. He stated that this was the fourth and final chargesheet and no further investigation was expected.

SPP DP Singh alleged that Kejriwal had links with the South Group. Vijay Nair, who was appointed by Kejriwal as his media manager, was in touch with the South Group.

According to SPP, the money received from the South Group was used for AAP's election campaign in Goa. Kejriwal reportedly promised Rs 90 lakh to each candidate in the 40 constituencies. SPP Singh also noted that Raghav Magunta has already met Kejriwal.

Furthermore, Singh stated that Durgesh Pathak was in charge of the Goa elections and that all the funds spent on the Goa elections were spent on his instructions. Pathak is an MP from Delhi.

The CBI SPP also stated that witnesses had stated that a businesswoman from Punjab had been threatened.

Singh also mentioned the involvement of Mahadev Liquor with witnesses Sunny Marwah, Punit Diwan and Jasdeep Kaur Chaddha. It is also alleged that Amit Arora threatened Punit Diwan and another witness.

Amit Arora claimed to be the brother of Dinesh Arora, who is an approver in the case. In May, a witness received a letter about the closure of the liquor shop, according to SPP. Jagpreet Kaur was asked to donate Rs 51 crore to the Chief Minister's Relief Fund.

The SPP further stated that the accused Sharath Chandra Reddy was responsible for raising Rs 14 crore and acquiring five liquor outlets in Delhi.

Singh also referred to WhatsApp chats with Vinod Chauhan, Amit Arora, Jagdeep Kaur Chaddha, Punit Diwan and Anant S. Aiyer, all of whom were related to Mahadev Liquor.

Singh also quoted statements from AAP candidates from Goa who claimed that Kejriwal had assured them that they did not have to worry about campaign finance.

Singh further stated that the money was transferred under Pathak's instructions.

CM Arvind Kejriwal appeared through video conferencing (VC) and was given permission by the court to leave the VC for lunch due to his low blood sugar level.

The CBI SPP also stated that another accused, Vinod Chauhan, had negotiated with K. Kavitha’s PA.
