How to vote by mail in the 2024 general election in Memphis and Shelby County

The Shelby County Election Commission is officially accepting applications from voters who wish to vote by mail this fall. The Election Commission released its applications for the November 5 general election on August 7.

If you would like to vote by mail, you can request a postal ballot paper by October 29 at the latest.

What is postal voting?

Anyone who is not in the precinct or city on Election Day and any days when early voting is available may vote by mail. When you request a mail-in ballot, you can fill out a regular ballot and mail it to the Election Commission.

To vote by mail, you must fill out a ballot, which you must request by October 29, and mail it to the Shelby County Election Commission.

The mailing address is 157 Poplar Ave., Suite 137, Memphis, TN 38103. The Shelby County Election Commission also accepts requests for absentee ballots sent via email.

Who can vote by mail in Tennessee?

If you wish to vote by mail in the November 5 general election, you must meet one of the following requirements:

  • They will remain outside of Shelby County during the entire early voting period and all day on Election Day;
  • You or your spouse are enrolled as a full-time student at an accredited college or university outside of Shelby County;
  • You reside in a licensed nursing home outside of Shelby County;
  • Because of your service as a juror in a federal or state court, you cannot vote in person;
  • You are 60 years or older;
  • You have a physical disability and the polling station is not accessible to you.
  • You are hospitalised, ill or physically disabled and cannot attend your polling station to vote. No medical certificate is required to tick this box.
  • You are the carer of someone who is hospitalised, ill or disabled. No medical certificate is required to tick this box.
  • You are running for office in the election;
  • You serve as an election official or as an employee of the Shelby County Election Commission;
  • Because you celebrate a religious holiday, you will not be able to vote in person during early voting or on Election Day.
  • You or your spouse possess a valid commercial driver's license or valid transportation worker identification card and certify that you will work outside of Tennessee or Shelby County during early voting hours and Election Day and do not have a specific address outside the county or state to which mail can be sent or received during those hours; or
  • You are a member of the military or a citizen abroad. For more information about voting by mail for military members and citizens abroad, visit the Federal Voting Assistance Program website.

How do I request an absentee ballot in Shelby County, Tennessee?

If you wish to vote by mail, you must submit a formal application to the Shelby County Election Commission. Applications for mail-in ballots will be accepted no earlier than 90 days before an election, but no earlier than seven days before.

Postal voting documents will be accepted until 7 p.m. on election day, but no later than then.

Mail-in ballots must be delivered via USPS, FedEx, UPS or a courier service and cannot be delivered in person, faxed or emailed.

Voters must also provide a reason for requesting an absentee ballot, according to state law. If you plan to request an absentee ballot, visit the Tennessee Secretary of State's website for the full list of eligibility requirements for requesting a ballot.

When should I mail in my ballot?

Postal votes will be accepted until 7 p.m. on November 5. Votes received after this date will be rejected.

According to the Shelby County Election Commission website, all mail-in ballots must be delivered via USPS, FedEx, UPS or a courier service. The election commission does not accept hand-delivered ballots.

The Shelby County Election Commission recommends that voters mail in their ballots once they receive and complete them.
