“Sebi boss traded in listed securities and invested in Chinese companies”

New Delhi: A day after her statement denying any wrongdoing, Congress on Saturday fired a fresh salvo at SEBI chairperson Madhabi Puri Buch, alleging that she traded in listed securities worth Rs 36.96 crore in violation of the regulator's code of conduct and invested in foreign companies, including those from China.

Pawan Khera, chairman of the Congress's media and public relations department, asked Prime Minister Narendra Modi whether he was aware of her conducting trade deals despite possessing unpublished, price-sensitive information, as well as her making high-profile investments outside India and investing in Chinese firms when India was facing geopolitical tensions with Beijing.

At a press conference, Khera claimed that between 2017-18 and 2019-20, when she was either SEBI member or chairperson, she traded in listed securities worth Rs 36.96 crore. The highest trading volume was in 2018-19 at Rs 19.54 crore, according to statistics shared by Khera.

He also asked her if she had declared her foreign assets between 2017 and 2021. He also asked if she had dealt with Singapore-based Agora Partners PTE and its bank signatory. He claimed she had invested in four foreign funds, including two from China.

The Congress had earlier alleged that she owned 99% shares in a company providing consultancy services to Mahindra and the Mahindra Group and her husband received Rs 478 crore as income from the conglomerate while it was under the regulator's watch. The Congress had also accused her of conflict of interest, claiming that she continued to hold a for-profit post in ICICI Bank even after becoming a member of the regulator seven years ago.

In a statement on Friday, she and her husband Dhaval Buch denied the allegations, saying she had made all required disclosures and followed policies of restraint in dealing with companies such as the Mahindra Group, which hired her husband. Buch dismissed all allegations of impropriety as “false, malicious and motivated.”

Khera asked, “Is the Prime Minister aware that the SEBI Chairman is trading in listed securities while in possession of unpublished price-sensitive information? Is the Prime Minister aware that Ms. Madhabi P. Buch has made high-profile investments outside India? If so, when were these investments made and when were they disclosed?”

“Is the Prime Minister aware that the Chairman of SEBI has invested in Chinese companies at a time when India is facing geopolitical tensions with China?” he added.
