Justice Department approves indictment against two Chinese nationals with ties to Pogo

MANILA, Philippines – The Department of Justice (DOJ) has recommended the initiation of criminal proceedings against two Chinese nationals allegedly involved in illegal activities at Lucky South 99 in Porac, Pampanga.

The Justice Department's move follows the proposal by the Philippine Organized Crime Control Commission (PAOCC) to file criminal charges against the two in July. The PAOCC had previously advocated the filing of qualified cases of human trafficking and kidnapping against Jiang Shi Guang, 41, and Qin Ren Gou, 37, for their alleged roles in the organization that supervised Chinese nationals working at the Philippine offshore gambling operator (Pogo) Lucky South 99.

However, in a resolution dated August 30, prosecutors recommended only filing charges against Jiang for human trafficking and against Qin for kidnapping.

The names of the complainants have not been disclosed, but one of them is a Chinese national who was found tied to a bed frame and with severe bruising on his body in a Philippine police raid at Pogo last June.
